In a significant move towards sustainable governance, Togo is enhancing its public administration by implementing green budgeting as a key element of its Public Administration Modernization Project for Service Delivery (PMADS). This initiative aligns with Togo’s Togo 2025 Roadmap, which is supported by the World Bank, aiming to modernize public administration and improve service delivery.

The Directorate General of Budget and Public Finance (DGBF) has launched a comprehensive strategy to integrate green budgeting across all aspects of public administration. This follows the successful implementation of a green budget document for 2024, and the rollout of the 2025 green budget. A key part of this strategy is the development of a green budgeting design manual, which will guide government bodies, local authorities, and public institutions in creating their green budget documents.

As part of the initiative, training workshops will take place starting March 24, 2025, with around 60 participants from ministries and public institutions. These workshops will focus on incorporating climate and environmental considerations into national budget cycles and will equip budgetary actors with tools to assess the environmental impact of public expenditures. By the end of these sessions, officials will be better positioned to integrate green budgeting into their work, fostering sustainable development.

Led by Mr. Essokiza ANAKPA, Director General of Budget and Finance, and supported by experts from the ministries of economy, finance, environment, and planning, this initiative will reinforce Togo’s commitment to eco-responsible governance and a more resilient future.
