In a move aimed at revitalizing domestic consumption and bolstering tourism, mainland China has expanded its tax refund policy for foreign visitors, creating a unique opportunity for Hong Kong to benefit from increased cross-border travel.
Effective immediately, tourists visiting mainland China, including travelers from Hong Kong, can now claim tax refunds on purchases exceeding 200 yuan (HK$213), down from the previous 500 yuan threshold. Additionally, the maximum cash refund has doubled from 10,000 to 20,000 yuan, and bank transfers have no cap. The Ministry of Commerce announced the liberalization alongside five other government departments.
The new rules come as China seeks to recover pre-pandemic tourism levels and counter the economic pressure from the U.S. trade war. Foreign tourism currently makes up only 0.5% of China’s GDP, compared with 1–3% in many developed nations leaving significant room for growth.
The expanded tax refund scheme includes a broader range of eligible retailers, such as Chinese heritage brands, cultural product vendors, and international labels. Combined with the recent visa waivers for citizens from 38 countries, the policy shift is expected to catalyze multi-destination tourism across the Greater Bay Area (GBA).
For Hong Kong, a duty-free port and a historic tourism hub, the policy changes present a timely opportunity. Tourism leaders are calling for deeper collaboration between Hong Kong and mainland authorities to promote regional tourism packages encouraging visitors to include stops in Hong Kong and Macau during their mainland travels.
As global travel resumes, aligning with China’s broader tourism strategy could enable Hong Kong to attract more high-spending tourists, boost local consumption, and reinforce its status as a gateway to Asia.
