To streamline tax filing and enhance taxpayer convenience, over 1.9 million individuals will qualify for Singapore’s No-Filing Service (NFS) in the 2025 tax season.
Among them, approximately 500,000 taxpayers will also benefit from the Direct Notice of Assessment (D-NOA) initiative, a significant step in automating tax assessments and providing certainty for taxpayers earlier than ever.
Starting mid-March 2025, these individuals will receive their finalized tax bills without needing to file returns manually—an initiative designed to simplify tax compliance and improve efficiency.
Direct Notice of Assessment (D-NOA) Expands to Self-Employed Individuals
For the first time, the D-NOA initiative will be extended to include self-employed individuals whose income data is reported by commission-based organizations, ride-sharing platforms, and other intermediaries.
This expansion reflects Singapore’s digital tax transformation, reducing the administrative burden on self-employed workers while ensuring greater accuracy in tax reporting.
Taxpayers eligible for the No-Filing Service will be notified by March 2025.
While an Income Tax Return is not required, taxpayers are strongly encouraged to review their pre-filled information, especially regarding tax reliefs that may have changed based on the prior year’s return.
Key Updates: Changes to Dependent-Related Tax Reliefs in YA 2025
As part of Budget 2024, Singapore has increased the income threshold for dependents qualifying for tax relief.
Effective YA 2025, the threshold will rise from $4,000 to $8,000, benefiting taxpayers who support their:
✔ Spouse
✔ Parents
✔ Children
✔ Grandparents and caregivers
This change applies to the following reliefs:
- Spouse Relief
- Parent Relief
- Qualifying Child Relief
- Working Mother’s Child Relief (WMCR)
- CPF Cash Top-up Relief
- Grandparent Caregiver Relief
Revamp of Working Mother’s Child Relief (WMCR)
The WMCR, previously a percentage of a mother’s earned income, will now shift to a fixed-dollar relief for children born or adopted after January 1, 2024.
New WMCR amounts:
1st child: $8,000
2nd child: $10,000
3rd child and beyond: $12,000
This change enhances clarity and predictability in tax planning while continuing to support working mothers.
Individual Income Tax Rebate for YA 2025
To provide additional tax relief, the Singapore government has announced an automatic Individual Income Tax Rebate of 60% on tax payable, capped at $200 per taxpayer.
This move will directly lower tax liabilities for all tax-resident individuals.
D-NOA: Faster Tax Bills and Easier Adjustments
The 500,000 taxpayers under the D-NOA initiative will receive their tax bills earlier than ever.
These assessments are based on:

🔹 Previous tax relief claims
If any adjustments are required, taxpayers can use the Amend Tax Bill feature on myTax Portal within 30 days of receiving their assessment.
IRAS has indicated plans to gradually extend the D-NOA program to an even broader group of taxpayers in the coming years.
Standardized Tax Filing Deadlines: Paper & Digital Forms Now Due by April 18
To align filing deadlines, all paper-filed tax returns will now be due on the same date as e-filed returns: April 18, 2025.
Taxpayers who prefer paper filing can expect to receive their forms between February and March 2025, though IRAS strongly encourages e-filing via myTax Portal for greater convenience and efficiency.
Emphasizing Digital Tax Payments: GIRO & PayNow QR
Singapore’s tax authorities are continuing their push toward digital transactions for secure and seamless tax payments.
Taxpayers are encouraged to:
✅ Use GIRO or PayNow QR for easy tax payments.
✅ Set up GIRO via eGIRO on myTax Portal to enjoy interest-free installment plans.
These methods ensure greater efficiency and reduce the risk of late payments.
Beware of Tax Scams: IRAS Issues Warning
With tax season comes an increase in phishing scams targeting taxpayers.
Key reminders to stay safe:
- Always access tax services via official IRAS links (iras.gov.sg).
- Never provide personal information over unsecured channels.
- Use only myTax Portal for all tax-related transactions.
Taxpayers should be especially vigilant during tax season to avoid falling victim to fraud.
