Government and EU Officials Outline Key VAT and Excise Duty Updates
In a continued effort to increase awareness of Moldova’s newly approved tax and customs policy measures for 2025, the Ministry of Finance, in collaboration with the European Union High-Level Advisers’ Mission, the State Tax Service, and Monitorul Fiscal FISC.md, hosted an open session on the latest fiscal changes. The event, held in a hybrid format, gathered over 400 participants, reflecting strong interest from businesses and taxpayers.

The session was opened by Minister of Finance Victoria Belous, EU High-Level Adviser on Customs and Tax Policy Rosario De Blasio, Rodica Musteata-Staci, Director of Monitorul Fiscal FISC.md, State Tax Service Director Olga Golban, and Secretary of State for the Ministry of Finance Cristina Ixari. They highlighted the importance of ongoing dialogue with taxpayers and businesses to ensure smooth adaptation to the upcoming tax policy changes.

Finance Ministry and State Tax Service experts provided a detailed analysis of the most significant changes in the 2025 tax and customs policy, particularly focusing on VAT and excise duties.
Major updates include:
✔ Application of the Standard VAT Regime for services related to science and innovation.
✔ Narrowing VAT Exemptions on fixed assets intended for the statutory capital of economic operators.
✔ Extending VAT Deductions for goods destroyed under exceptional conditions.
✔ Adjustment of Excise Duty Rates, including extensions to reconstituted tobacco products and tobacco substitutes.
A Transparent and Inclusive Tax Policy Approach
Participants welcomed the transparent approach of the event, which provided clarity on tax reforms and fostered a collaborative environment between policymakers and the business community. Moldova’s 2025 tax and customs policy, published in the Official Journal on August 15, 2024, was shaped through public consultations involving key stakeholders, including business representatives, trade associations, and public authorities.
