Moscow – On March 28, 2025, employees of the Russian Federal Tax Service (IFS) conducted a seminar for the staff of the Moscow General Planning Institute, focusing on the key updates to the Russian Tax Code brought about by Federal Law No. 259-FZ, passed on August 8, 2024.
The law introduces an important exemption for property tax for individuals who have participated in the Special Military Operation (SMO), as well as their family members. Tax officials explained that the entire calendar year during which a person participated in the SMO will count as the “period of participation,” regardless of the actual duration of their involvement.
Key Changes to Property Tax for SMO Participants
- Who is Affected? Individuals who have participated or are currently participating in the SMO, along with their families, are now eligible for property tax exemptions.
- Clarification: The tax exemption applies for the entire calendar year, even if the person’s participation in the SMO was for a shorter period within that year.
2024 Tax Filing Deadlines and Key Information
- 3-NDFL Tax Declaration: Taxpayers who need to file their income tax returns for the 2024 tax year must submit their declarations by April 30, 2025.
- Tax Payment Deadline: The payment of taxes based on the submitted declaration must be made no later than July 15, 2025.
Changes to Social Tax Deductions for 2024
Tax experts also provided insight into the increase in the maximum allowable expenses for social tax deductions, which has risen to 150,000 rubles for the tax period. This amount excludes expenses related to children’s education and expensive medical treatments.
