TAK Achieves Significant Mid-Year Growth and Launches Key Fiscal Reforms
The Kosovo Tax Administration (TAK) announced today that it collected €524.1 million in tax revenues during the first six months of 2025, marking a €50.9 million increase compared to the same period last year. The figures, shared during a press conference led by Director General Ilir Murtezaj, highlight TAK’s ongoing efforts to modernize its systems, fight tax evasion, and expand digital services for taxpayers.
Strong Revenue Growth Driven by Reform and Enforcement
The 10.8% year-on-year increase in revenue demonstrates TAK’s improved efficiency and the impact of targeted compliance strategies.
“This strong performance reflects our institution’s focus on fiscal discipline, technological modernization, and combating informality,” said Murtezaj.
In addition to revenue growth, TAK reported progress in institutional reform, notably the transition of the fiscalization process from a hardware-based system to a software-based approach. The new system, developed with support from the Ministry of Finance, Labour and Transfers and funded by UNDP, is expected to streamline invoicing and real-time reporting, reducing administrative burdens for businesses.
TAK Gains Recognition in ISORA Global Tax Benchmark
TAK’s reform efforts also received positive recognition from the ISORA (International Survey on Revenue Administration), which highlighted Kosovo’s advancements in:
- Risk-based tax enforcement
- Technology adoption
- Taxpayer services and digital accessibility
These improvements position TAK among the most rapidly advancing tax administrations in its regional peer group.
Combatting the Informal Economy Remains a Core Focus
The fight against informality remains a key pillar of TAK’s mandate. In H1 2025, TAK ramped up:
- Field inspections
- Risk-based audits
- Cross-agency coordination
These actions have led to dozens of tax evasion cases being identified and penalized, recovering millions of euros for the state budget.
Expansion of Digital Services for Businesses and Citizens
To further improve service delivery, TAK has enhanced its digital platforms, particularly the Electronic Declaration and Information (EDI) system. Key developments include:
- New mobile and web applications for tax reporting and taxpayer communication
- Real-time transaction monitoring tools
- Simplified access to taxpayer data and documentation
These digital solutions are designed to reduce compliance costs for businesses and make it easier for individuals to meet their tax obligations.
Ongoing Tax Education and Stakeholder Engagement
TAK has also stepped up public awareness and tax education campaigns, especially among small businesses and new taxpayers. The administration hosted several field activities, roundtables, and outreach programs, aiming to foster a more cooperative tax environment and strengthen voluntary compliance.
