After growing 61% over 15 years, the city of Ivins, Utah is proposing a 34% property tax increase to address a $540,000 budget shortfall. Despite a booming population, local revenue has remained flat due to Utah’s Truth in Taxation law, which automatically adjusts tax rates downward as property values rise—preventing automatic revenue growth.
Why the Hike Now?
Ivins has avoided property tax increases for over 15 years, relying on pandemic relief funds and resourceful budgeting. But with inflation slashing purchasing power and the city now serving 61% more residents, Mayor Chris Hart says they’ve reached a tipping point.
The proposed increase would cost the average homeowner $122 more per year, generating $860,000 to fund police vehicles, park maintenance, and stormwater infrastructure.
The Resort Factor
Some residents, including City Council candidate Dillon Hurt, argue the city should wait for the full development of Black Desert Resort, a $2 billion luxury project expected to generate millions in tax revenue over the next 40 years.
Mayor Hart warns that relying on incomplete development is risky: “We can’t wipe out property taxes now based on future projections.”
Truth in Taxation: Friend or Foe?
While some blame the state’s Truth in Taxation framework for the budget constraints, others—like Council member Mike Scott—defend it as a crucial safeguard for taxpayer accountability. Ivins has held several public sessions to explain the law and make its case for the tax hike ahead of the Aug. 14 public hearing.
What’s Next for Ivins—and Other Cities?
The Ivins debate mirrors a national dilemma: How should growing cities pay for expanding services without burdening long-term residents? The outcome could become a case study in how municipalities manage inflation, growth, and civic trust in a time of tax fatigue.
