The Hungarian National Tax and Customs Administration (NAV) has officially activated the single-window data exchange for ozone-depleting substances (ODS) exports through the eVÁM AES system, starting September 3, 2025. This move aligns with the European Union’s requirement to link certain non-customs systems to the EU Single Window Certification Exchange System (EU CSW-CERTEX) and national single-window customs environments.
From now on, all export declarations for ODS products will undergo automatic verification in the EU systems, including checks for permits and supporting documentation. Accurate completion of the export declaration in eVÁM AES is critical, as errors may result in rejection. Key data points include: declaration type, procedure code, supporting documents, registration numbers, quantities, units, TARIC codes, and customs tariff subheadings.
Exporters handling ODS under the ODS regulatory framework must hold a valid registration in the ODS Exporter system before submitting declarations. Different categories and exemptions are integrated into TARIC, covering a range of scenarios such as laboratory use, critical applications, and recycled or refillable containers.
NAV emphasized that all numeric data fields must use a decimal point for fractional values (up to six decimal places) and contain only numbers. Non-numeric or invalid entries, or unregistered registration numbers, will cause the declaration to be rejected, and no MRN will be generated.
This implementation marks a significant step toward streamlining customs processes, enhancing regulatory compliance, and ensuring that Hungary meets its EU obligations in controlling the trade of ozone-depleting substances.
