This specific roadmap targets the second pillar of the reform, focused on the platform economy, and sets a clear transition deadline for early 2027.
The finalized roadmap provides the long-awaited technical specifications that will allow platforms in the short-term accommodation and passenger transport sectors to align their systems with the new “deemed supplier” model.
The Deemed Supplier Model: A 2027 Shift
The core of the EU ViDA Platform Rules is the introduction of the “deemed supplier” model. Under this regime, the digital platform—rather than the individual host or driver—becomes responsible for collecting and remitting VAT to the tax authorities.
